Technical Manager (Middle East)
The role reports directly to the Head BU- Middle East in the following duties:
Job Description:
1.Organize, coordinate and delegate technical tasks under his charge within MEO
2.Prepare the annual OPEX for vessel under his charge
3.Monitor all managed (DP and non DP) vessel’s technical activities and ensure monthly PMS ({Poseidon) from vessels are analyzed
4.Monitor vessels activities and ensure monthly log reviews are cascaded to the site office and vessel
5.Review the financial performance against budgets for all ME vessels
6.Ensure that all boats under his charge are maintained in the best manner to the extent of which the owners funds allow
7.Assist Group technical manager in the development in implementation of any technical procedures and work instructions
8.Liaise with customers on technical matters and vessel performance
9.Ensure that the updated and detailed technical specification of the vessel are available in the office
10.Ensure proper up to date records are prepared during and on completion of dry dockings and repairs for actual and anticipated expenditure as well as quality of the works and products involved
11.Source, identify and purchase cost effective technical supplies required and within the authorities stated
12.Ensure proper inventories are provided onboard and accounted for with regular checks and balance in place
13.Ensure that regular and proper inspection / audit are conducted onboard in accordance to company’s requirement
14.Attend to vessel sea trails, dry docking, repairs and surveys when required Travel overseas on short notices to attend inspections / meetings or survey when necessary
15.LSA & FFE execution including selection of service provider
16.Ensure that requisition orders submitted by the vessel are looked into and worked with purchasing department to ensure approved items are promptly supplier onboard
17.Keep track on all technical expenditure onboard all managed vessel (including vessels under maintenance or docking)
18.Responsible to determine repair specification for dry docking, maintenance and surveys with the most cost effective method. Thereafter compile document reports upon completion of each dry docking including summary of work carried out and compare actual expenditure against the budget
19.Responsible for lifting equipment and crane inspection
20.Annual DP trails and FMECA and FMEA
21.Work with technical department on suitability survey
22.Assess, select, promote and dismiss of engine room shipboard and engine room officers jointly with crewing department
23.Carry out clients’ requirements based on contract with the commercial team
24.Strong oversight support function for country technical management especially KSA
25.Shall be committed to upholding and promoting MEO company values including a collective and personal responsibility to safety which may include various personnel safety KPI’s set by management Job Requirements:
1.Minimum Marine Engineering / Naval Architectural Degree with relevant offshore ship management experience
2.Class 1 or 2 sea going chief engineer with relevant ship management experience or at least 5 years of experience in technical support
3.Thorough understanding of the Middle East and operating theatre
4.Strong knowledge in dynamic positioning, FMEA and managing FMECA
5.Detailed understanding of applicable rules and regulations, conventions and law applicable to the industry, area of operations and vessels
