Job Description:

It is a permanent position, Based in Saudi Arabia ( DAMMAM / TANAJIB ) area, Overseeing a fleet of offshore vessels DP & NON DP – AHTS / PSV, Owned and Chartered, working togather with Technical Team and managing Marine Department of company, and carrying out full Marine management of vessels for owners based in various parts of the world, Attending vessels as and when required, Ensuring that vessels are fully utilised and under charter throughout.
Will require to have good working relationship with ARAMCO, And frequent meetings with them. Evaluating Crew onboard, Putting them thru ARAMCO Evaluation, Ensuring compliance with ISM / QHSE / ARAMCO requirements

Qualifications / Experience:
       -   Previous experience as Port Captain or MASTER on similar vessels ( 4 years of Seagoing 
       experience required ( 4x365 days ), 
  -   Previous ARAMCO experience preferred
  -   Unlimited MASTERS Valid License, Along with All other certificate.
  -   Must be able to takeover as MASTER on any of his managed vessels and fully meet ARAMCO
      Criteria, should there be a shortage of personnel onboard.
  -   Fluent English ( MUST ) Above 85% in Marlins test
  -   Experience in working with Mixed Nationality Crew and Office personnel

JOB PURPOSE:

Ensuring that vessels continue to meet the standards and criteria required by Clients, Class and Statutory regulations.

KEY ACCOUNTABILITIES:

Operational Functions

Maintain complete set of valid class & Flag state certificates for each vessel Report details of all jobs and activities relative to vessel surveys to Management Coordinate with the regulatory authorities for surveys & inspections to be conducted within the defined time frame. Ensure that vessels are equipped with necessary lifesaving appliances & firefighting equipment and ensure that all are in good operating condition. Ensure all vessel personnel comply with regulatory training requirements as per Standards of Training, Certification & Watch keeping (STCW) 95 / client requirements. Ensure that the required manpower is available on vessels at all times to execute scope of work in a safe & efficient manner and meet Safe manning and Aramco Criteria Direct crew members and ensure safety measures are adhered to as per Company’s HSE policy/procedures. Attend client and MWS (Marine Warranty Survey) inspections as required. Ensure the daily smooth operations of vessels during the execution of the offshore projects on a daily basis. Ensure that vessels are stocked with the required navigation charts, navigational publications, stationeries, manuals, client instructions and field charts. Carry out inspections on the vessels to ensure compliance with all standards. Compliance in accordance with Company codes, IMO (International Maritime Organization) and HSE standards.

HSE FUNCTIONS

Ensuring compliance with the company's procedures and policies in accordance with the ISM Code and any other standards that the company may elect to follow. Actively promoting Safety awareness amongst all operations and Vessel personnel. Ensure that all vessels are safely operated in line with current legislation, flag / Port state, class, IMO, IMCA and Company requirements. Provide a link between shore and ship based management concerning safety and pollution prevention. To conduct regular onboard inspections and follow up till findings are closed out. Vessels to be visited as per QHSE plan. To conduct and report the results of random fire, evacuation, man overboard and other drills as appropriate and conduct safety trainings as required. Assist in Incident investigation for all incidents, accidents and near misses. Keep the Operations / Marine Manager updated on all current class and regulatory legislations, and safety / pollution prevention issues.

OTHER FUNCTIONS

Ensure that all sea staff employed are suitably qualified and experienced for the position that they hold. Interview junior officers and ratings. Ensure that all ship staff receives familiarization and have their PPE on joining. Follow up on their continued wellness and welfare. Conduct when scheduled internal management system, IMCA / OVID audits onboard company vessels and follow-up till the findings closed. To produce weekly / monthly activity report and show continual improvement in the fleet. Substitute for a Captain, Deck Officer in case of emergency.

JOB CONTEXT:

The efficiency of this position is critical for ensuring that all vessels are operated in accordance with good marine practice, in compliance with Company and Client Procedures and Rules, and in accordance with all local and international laws and regulations

QUALIFICATIONS, EXPERIENCE, & SKILLS:

Minimum Qualifications: Unlimited Master certificate class I DP unlimited Certificate

Minimum Experience: Minimum 1460 days experience as MASTER on similar vessel to qualify for a Position as PORT CAPT. Some Shorebased experience preferred.

Job-Specific Skills: Must be familiar with IMO (International Maritime Organization) regulations. Must be familiar with ISM (International Safety Management) & ISPS (International Ship and Port Security) codes. Experience in offshore marine operation safety practices. Knowledge of marine standing instructions (ARAMCO ) 

Generic Skills: Good written and spoken English skills.
Good computer skills.
